Randall "Rand" Peltzer is the father of Billy Peltzer and the husband of Lynn Peltzer, as well as the one who originally bought the mogwai, whom he later names Gizmo, from Mr. Wing's store in Chinatown. Despite struggling financially because of problems with his inventions, Rand is devoted to his work and also a decent husband and father who does as much as he can for his family.

Rand Peltzer is a struggling inventor who bought Gizmo from a Chinatown shop owned by Mr. Wing as a Christmas present for his son Billy, only aware of the outward cuteness of the mogwai, and unaware of the true danger. While Sam Wing refuses the sale, Mr. Wing's Grandson does so behind his grandfather's back. He teaches Rand about the three rules he needs to know for taking care of a mogwai.
Rand returns to Kingston Falls, where he has his wife and son sit down. Rand explains to Billy that what he has cannot wait until Christmas, so he has to give the present now. Gizmo reveals himself, where he takes an immediate liking to Billy. Lynn violates the second rule, albeit innocently as she takes a picture using a flash. This does not cause serious harm to Gizmo, only some startling where he shouts "Bright light! Bright light!" Rand then says there are rules for Gizmo's care and explains what needs to be done.
After the first rule is broken (albeit accidentally), Gizmo multiplies with five new of his type. When Mr. Peltzer notices these new Mogwai playing with Billy's possessions, Mr. Peltzer notes the Mogwai as a new pet and even goes as far as to think that the mogwai might overtake the role of the most popular pet over the dog. Later another one of the three rules are forgotten, and Gizmo multiplies while Rand is away at an inventor's convention.
When he returns to Kingston Falls near the end, together with Billy's dog Barney, the town is a mess and the last Gremlin, the leader called Stripe, has been killed by sunlight in a department store.
Later, as Randall with his family and Billy's girlfriend Kate Peltzer settle in the family home to enjoy the holidays until Mr. Wing arrives and explains to Rand that he's not ready after learning of the Gremlin attack. As an apology for the Gremlin attack, Randall gives Mr. Wing a small token and a smokeless ash tray and Mr. Wing accepted it. Before leaving for good, Gizmo wished to speak to Billy. When Gizmo said his goodbye to Billy, Mr. Wing took it as a sign that Billy had potential to safely care for a Mogwai and said maybe one day Gizmo would return to the Peltzers.

In Gremlins 2, Rand was to make a cameo at the end congratulating Billy for sparing New York City from the same destruction that befell Kingston Falls and say that there is no more worry about Gizmo's accidental respawning as he has invented a suit for Gizmo that would allow him to come into contact with water safely. This scene was not shot as the producers ultimately decided it unnecessary.
