Sheriff Frank Reilly is the head of the Kingston Falls sheriff's office with his deputy, Brent, during Christmas Eve; when the Gremlins rampage through town. He is a very serious man and doesn't take Billy Peltzer's words of warning; regarding the Gremlins seriously. He was first seen at the start of the film trying to get a christmas tree for free.

After seeing Stripe, jump into the Kingston Falls YMCA swimming pool, Billy goes to the sheriff’s office and tries to talk to Frank and Brent about what the gremlins would do to the town, but they don't take him very seriously. After he shows them Gizmo they wonder how a furry creature like that can turn into many scaly little creatures. When Frank then receives a phone call about the Futtermans who have been in a strange snow plow accident, he goes away with Brent to check it out right after telling Billy to go home with Gizmo. As they are out in the patrol car, they witness the bizarre death of Ruby Deagle and then they see Dave Morris in a Santa costume attacked by some gremlins, whereupon they begin driving back to the police station, unaware that a gremlin has chewed through their brake line. Unfortunately, when a large Ford pickup truck pulls out in front of them, Frank can't stop the vehicle and he ends up crashing into some parked cars, whereupon their car flips over with them inside. The truck crashes into an Allstate insurance building revealing that the driver of the pickup was a gremlin.

- Frank's surname comes from his police uniform's nametag.
- In the original script, Frank was depicted much younger and was the brother of Gerald Hopkins.
- When the Gremlins invade the movie theatre, one of them can be seen wearing Frank’s Campaign hat.
- Frank’s police cruiser is a brown and tan 1976 Chevy nova, which was a popular vehicle among law enforcement at the time.
- Frank appears to be a slight alcoholic as he is seen mixing liquor in his eggnog while talking to Billy at the station.
- Frank along with Brent appear to carry Smith and Wesson model 19 revolvers chambered in .357 magnum in their holsters.
